This stream is presented as a night view over the Tokyo bay area, set to music. It does not identify a single landmark as its subject, so what appears in frame is the general spread of the waterfront rather than one building.
That suits what it is for. The bay side of Tokyo is largely reclaimed land built up since the war, and at night the shape of that development is easier to read than in daylight: office blocks in even grids, residential towers in dense clusters, and the dark gaps where container terminals and logistics yards sit unlit.
It is a slow camera. Aside from traffic on the expressway and the occasional boat, very little moves, and the appeal is the ambient one the stream is built around rather than any particular event.
